Promeia is an Anomaly unit in Zenless Zone Zero. Build her with Notes from the Chained (4pcs) and Phaeton's Melody (2pcs), with her BiS W-Engine Frostfall Sickle for better damage output.
Promeia is an Anomaly DPS whose damage mainly comes from her constant Abloom triggers. By consuming Trial by Cold stacks, Promeia can trigger Abloom by chaining certain attack sequences into hold Special or Basic Attacks. Said Abloom instance has incredibly high multiplier, making her burst damage incredibly high during stun windows. With the introduction of Wind attribution in coming V3.0, she is expected to be a core for Abloom focsued Anomaly teams.

Character Introduction
Promeia is an Ice Anomaly agent from the Krampus Compliance Authority faction.
Role & Mechanics
Promeia is a DPS with constant and high Abloom damage. She can increase team's Abloom damage, while letting the Abloom ignore enemies' DEF. Attacking enemies provides Corrosive Chill, to which she can convert an amount of it into Trial by Cold points. When Promeia completes certain attack sequence, she can then consume Trial by Cold point to chain into hold Special or Basic Attack, triggering high Abloom damage.
Meta Relevance
With the introduction of Wind attribution in the coming V3.0, Promeia might be a preview of a future niche. Currently speaking there is a boss in endgame stages that is made for her archetype, so it's safe to say that Promeia will do well in high difficulty game modes.
Pros & Cons
Promeia's playstyle is relatively simple aside from her resource management, and her BiS weapon isn't mandatory for her damage output performance either. That being said, her best teammate options are rather limited for the time being due to her favoring Stun windows and Abloom scalings.
Build
Promeia should be built with 4pc Notes from the Chained plus 2pc Phaeton's Melody (AM) OR 2pc Freedom Blues (AP), focusing on AP, AM and Ice DMG main stats until around ~350+ AP. Her best W-Engine is Frostfall Sickle (5★), with Angel in the Shell (5★), Electro-Lip Gloss (4★), or Weeping Gemini (4★) as substitutes. After leveling up Core skill, prioritize her Special Attack, Chain Attack and Basic Attack. Her M1 is recommended for additional Trial of Cold point gain and additional Abloom DEF ignore.

She is a recommended unit if you need an Anomaly or Ice DPS.

Best paired with Anomaly unit (Vivian/Velina/etc.) or a Support unit (Yuzuha/Nicole/etc.). A Stun unit (Nangong Yu/Dialyn/etc.) is also recommended as the 3rd slot to provide enough stun windows for Promeia.

Promeia, despite her lengthy skill set descriptions, has a relatively simplisctic playstyle with a high damage output. Given the introduction of the new attribute in the coming patch, she will be the precedent of future Anomaly niches. Manage her resource and stun windows well and you'd have no issues dealing instances of burst damage in a complete rotation.
